On the afternoon of October 16, Liu Zhenxin, a member of the Standing Committee of the Zhuhai Municipal Committee and Minister of Organization, led more than ten relevant leaders from the Zhuhai Entry-Exit Inspection and Quarantine Bureau, the Science and Technology Industry and Trade Bureau, the Food and Drug Administration, and the Xiangzhou District Government to visit the group for research. They held a discussion on the relevant policies supporting key enterprises in the "three highs and one special" as promoted by the municipal party committee and government. Group Vice President Lu Wenqi, Executive Vice President of Lizhu Biopharmaceutical Company Fu Daotian, Group Administrative Director Zhou Peng, and Group HR Director Cai Xinfeng warmly welcomed Liu and his delegation in the group's first-floor exhibition hall.

The discussion took place in a warm and friendly atmosphere. Group Vice President Lu Wenqi first warmly welcomed Liu's visit to Lizhu. He said that Lizhu's development has received strong support from the Zhuhai Municipal Committee and Government, especially in terms of high-end talent introduction and favorable policies for the relocation of the group. On this occasion, he expressed gratitude on behalf of Group Chairman Zhu and Group President An. As the leader guiding Lizhu, Liu has spared no effort in supporting Lizhu's development. Currently, Lizhu is in a stage of transformation and upgrading, striving to build a hundred billion-level enterprise, and the introduction of talent is crucial. A group of overseas high-end talents, including Dr. Fu Daotian, has joined Lizhu, laying a talent foundation for Lizhu's transformation and upgrading. The Zhuhai Municipal Committee and Government attach great importance to the introduction of talent to Lizhu and have provided many policy preferences, creating a good environment for talent introduction in Zhuhai's biopharmaceutical development.

Group Administrative Director Zhou Peng briefly reported and expressed gratitude regarding the land, power supply, and import tax exemption issues previously coordinated and resolved by Liu. He also raised four questions related to Lizhu's current development for discussion. First, the issue of introducing mid-to-senior level talents. In China, biopharmaceuticals have only recently developed as a high-tech industry, and mid-to-senior level talents are relatively scarce, mostly concentrated in first-tier cities like Beijing and Shanghai. Regarding the introduction of high-level overseas talents, how to address the schooling issues for their children and the employment issues for their spouses has become a major difficulty. Additionally, there are few biopharmaceutical companies in Zhuhai, leading to high costs for employee technical training and exchanges, which limits the development of mid-level talents to some extent. Second, the biopharmaceutical R&D support platform is not sufficiently developed. Biopharmaceuticals are an industry with a long R&D cycle, high technical difficulty, and significant capital requirements. Lizhu Biopharmaceutical Company is a newly established biopharmaceutical company, and having a well-developed biopharmaceutical R&D support platform would greatly promote its development. Third, there is a lack of public service platforms, and many inspection and testing services need to be sent to other places, which takes too long. Fourth, the issue of new drug approval. Currently, the approval time for generic drugs is long, delaying the time for new drug R&D and significantly increasing R&D costs. It is hoped that government agencies will optimize the approval process or organize pharmaceutical companies for discussions to propose applicable and reliable R&D technical guidelines or standards that can improve drug quality, thereby promoting industry self-discipline and creating a healthy competitive environment.
In response to the above issues, Liu candidly provided answers. He said that Lizhu is the leading enterprise in Zhuhai's pharmaceutical industry, having taken the lead in transformation and upgrading in recent years, committed to high-end biopharmaceutical R&D, and has introduced a group of overseas high-end talents, making a positive contribution to the development of biopharmaceuticals in Zhuhai. First, regarding the introduction of mid-to-senior level talents, the municipal party committee and government are formulating a series of incentive policies for the introduction of mid-to-senior level talents, including housing subsidies, spouse employment, and children's schooling, which are expected to be gradually introduced by the end of the year to serve the introduction of talents and support enterprise development. Second, regarding the inadequacy of the biopharmaceutical R&D support platform, the Zhuhai Entry-Exit Inspection and Quarantine Bureau's technical center has introduced a large number of internationally advanced equipment and established high-tech laboratories in some universities in Zhuhai, which can be utilized by enterprises to save R&D costs. Third, regarding the establishment of public service platforms, the municipal government has been working to integrate resources from research institutions and universities in Zhuhai in recent years, including launching support policies, introducing advanced equipment, and establishing a series of laboratories. Fourth, regarding the long approval time for new drugs, this is mainly an issue with the existing system, and local governments can only actively cooperate with enterprises to strengthen communication with relevant ministries of the State Council to strive to shorten approval times and contribute as much as possible to help enterprises seize market opportunities.
