Lizhu Synthetic Environmental Impact Assessment Second Public Announcement 1. Overview of the Construction Project With the rapid development of the national economy and the domestic pharmaceutical industry, the market demand for gastrointestinal drug series, antipsychotic series, and cardiovascular raw materials has also been rapidly increasing. In order to meet the needs of the industry and the company's development, and to satisfy market demand, Zhuhai Free Trade Zone Lizhu Synthetic Pharmaceutical Co., Ltd. plans to utilize the existing factory buildings and production equipment for technological upgrades and transformations, expanding the variety and output of products. After the transformation, the production scale of cephalosporin products will increase from 730t/a to 950t/a, and the production scale of non-cephalosporin products will increase from 100.3t/a to 420t/a.

1. Overview of the Construction Project

With the rapid development of the national economy and the domestic pharmaceutical industry, the market demand for gastrointestinal drugs, antipsychotic drugs, and cardiovascular raw materials has also been rapidly increasing. In order to meet the needs of industry and company development and satisfy market demand, Zhuhai Free Trade Zone Lizhu Synthetic Pharmaceutical Co., Ltd. plans to utilize existing plants and production equipment for technological upgrades and transformations, expanding product varieties and output. After the transformation, the production scale of cephalosporin products will increase from 730t/a to 950t/a, and the production scale of non-cephalosporin products will increase from 100.3t/a to 420t/a.

In accordance with relevant environmental protection laws and regulations, Zhuhai Free Trade Zone Lizhu Synthetic Pharmaceutical Co., Ltd. has entrusted Beijing Zhongzi Huayu Environmental Technology Co., Ltd. to carry out the environmental impact assessment for the technological transformation and expansion project. The evaluation unit has completed the relevant on-site investigation and prepared a summary of the environmental impact assessment report. According to the relevant national and Guangdong provincial laws and regulations, the construction unit is conducting the second information disclosure of the project environmental impact assessment in accordance with the law and will soon carry out public participation in the environmental impact assessment. This information disclosure will last for no less than ten working days.

 

2. Possible Environmental Impacts of the Construction Project

This technological transformation and expansion project involves simple technological modifications based on the existing production line to add new products and capacity. The increase in products and capacity will lead to a corresponding increase in wastewater, waste gas, and waste residue. If not properly handled, it may have adverse effects on the surrounding water environment, air environment, and ecological environment.

 

 3. Proposed Pollution Prevention Measures

(1) Water Pollution Prevention Measures

The factory area has a sewage treatment station with a designed treatment capacity of 1200t/d. After the implementation of this expansion project, the wastewater generated in the factory area will increase from the current approximately 500t/d to approximately 800t/d, which does not exceed the scale of the sewage treatment station. The factory wastewater will be treated by the sewage treatment station to meet the "Discharge Standards for Water Pollutants in Chemical Synthesis Pharmaceutical Industry" (GB21904-2008) Table 2 water pollutant discharge limits, and then discharged into the municipal sewage pipeline for further treatment at the South District Water Quality Purification Plant, and finally discharged into the Ma Liuzhou Waterway after meeting the treatment standards.

(2) Air Pollution Prevention Measures

① The production process waste gas (organic waste gas, ammonia) will be treated through adsorption, filtration, and spraying washing measures to meet standards before being discharged through exhaust stacks of ≥15m. The discharge of process waste gas will comply with the "Emission Limits for Air Pollutants" (DB44/27-2001) secondary standard for the second period.

② Workshop dust will be filtered through a centralized dust removal system with high-efficiency filters before being discharged, complying with the "Emission Limits for Air Pollutants" (DB44/27-2001) secondary standard for the second period.

③ The boiler will use clean energy natural gas as fuel, with a 15-meter high chimney for discharging fuel waste gas, complying with the "Emission Standards for Air Pollutants from Boilers" (DB44/765-2010) requirements for gas boilers.

(3) Noise

This project will implement noise reduction measures such as sound absorption, sound insulation, and vibration reduction. The noise at the factory boundary will meet the "Environmental Noise Emission Standards for Industrial Enterprises" (GB12348-2008) Class 3 standard.

(4) Solid Waste

The solid waste generated during the operation of this project includes process waste, sludge, general industrial waste, and household garbage. Process waste will be handed over to qualified recycling units for recovery and disposal; sludge will be collected and disposed of by units with appropriate sludge treatment qualifications; general industrial waste will be recycled; and household garbage will be handled by sanitation departments.

 

4. Main Conclusions of the Environmental Impact Assessment

The technological transformation and expansion project of Zhuhai Free Trade Zone Lizhu Synthetic Pharmaceutical Co., Ltd. involves simple technological modifications based on the existing production line to add new products and capacity. The types of pollutants generated during the production process after project implementation are similar to those of the existing project. The pollution control measures for various pollutants are expected to retain the existing pollution control measures of each production line, and the expected pollution control effect will be the same as that of the existing project. Based on the monitoring results of the current environmental quality and the predictive evaluation results, the implementation of this technological transformation and expansion project will have a minor impact on the regional environment. Therefore, from the perspective of environmental protection, the implementation of this project is feasible.

 

 5. Ways for the Public to Review the Summary of the Environmental Impact Report

The summary of the environmental impact report will be published on the Lizhu Group website (http://www.livzon.com.cn/) and Zhuhai Xiangshan Network (http://www.x3cn.com/). The public can log in to review it from today. If a paper version is required, please submit a written request to Zhuhai Free Trade Zone Lizhu Synthetic Pharmaceutical Co., Ltd. by mail or email within 10 working days from the date of this announcement (July 11, 2016).

 

 6. Scope and Main Issues for Public Opinion Solicitation

The main purpose is to solicit opinions and suggestions from surrounding units, experts, and the public regarding the environmental impact of this project, pollution prevention measures, and other environmental protection aspects. The main issues for public opinion solicitation include: (1) The public's understanding and attitude towards the construction of this project; (2) The public's views on the current environmental quality status; (3) The main impacts of this project on local environmental quality; (4) The public's opinions on the environmental protection measures of this project; (5) The public's suggestions, requests, and attitudes towards this project.

 

 7. Specific Forms of Public Opinion Solicitation

The public can, after the disclosure of this information, submit opinions and suggestions to the construction unit or the environmental impact assessment agency via phone, email, or letter for reference by the construction unit, the environmental assessment unit, and government departments in decision-making. The public notice period is from July 11, 2016, to July 22, 2016 (10 working days).
