Our company intends to conduct bidding for the following procurement project. We welcome units with good bank credit and financial status, meeting qualification requirements, and having similar project achievements to participate in the bidding. The relevant matters of this project are announced as follows:
1. Introduction to the Bidding Project
(1) Project Name: Lizhu Group Lizhu Pharmaceutical Factory P03 Civil Engineering General Contracting
(2) Project Implementation Location: No. 38 Chuangye North Road, Jinwan District, Zhuhai City, Guangdong Province, Lizhu Industrial Park
(3) Procurement Content (Scope of Work):
The P03 civil engineering covers an area of approximately 9000㎡, with a building area of approximately 36096㎡. The project is intended for pharmaceutical production facilities, with a four-story concrete frame structure above ground, and a total height of 23.9 meters. It includes construction, structure, curtain wall engineering, electrical, fire protection engineering, water supply and drainage, supporting roads, greening, sponge city, and other specialized engineering construction, as well as related legal compliance procedures for filing, construction management, record-keeping, acceptance, and other related work, specifically based on the complete set of drawings and the bidding list provided by the client.
(4) Quality Requirements for this Bidding Project: Ensure that the engineering quality pass rate is 100%, in accordance with the current national engineering quality evaluation standards and the technical requirements of Party A.
(5) Business Requirements for this Bidding Project: The project bidding deposit is 2 million yuan, and the performance bond is 10 million yuan (the bidding deposit can be converted into a performance bond). This project does not pay engineering advance payments, and the project progress payments will be paid in six phases based on the completion of the project milestones, with payment made via 6-month bank acceptance bills.
(6) Project Construction Period: Completion within 13 months from the date of issuance of the bid notification, subject to the specific project bidding documents.
2. Qualification Requirements for Bidders and Required Submission Materials
1. In addition to possessing a valid business license and qualification certificate as a legal entity, with the ability to independently bear civil liability, the following requirements must also be met:
a. The enterprise should have a first-level or above qualification for general contracting of construction projects;
b. The registered capital of the enterprise should not be less than 100 million yuan, with annual operating income in 2022 not less than 1 billion yuan, and including at least 2 contracts with a single contract amount greater than 100 million yuan;
c. The enterprise should have passed the certification for quality system, safety and occupational health system, and environmental system;
d. Able to send a technical person to conduct on-site inspections and technical inquiries within the specified time;
2. Valid materials to be submitted for registration: Legal person authorization (entrustment) letter, copies of the legal person's and authorized person's ID cards, copies of the business license, copies of qualification certificates, integrity commitment letter, copies of contracts (at least 2 performance contracts over 100 million yuan in 2022), annual financial statements (for 2021 and 2022), contact person and communication methods (the above copies must be stamped with the official seal of the unit).
3. Registration and Qualification Pre-Examination
