Our company intends to conduct separate bidding for the equipment in the following procurement project. We welcome units with good bank credit and financial status, meeting qualification requirements, and having similar project achievements to participate in the corresponding equipment bidding. The relevant announcements for this project are as follows:
1. Introduction to the Bidding Project
(1) Project Name: Procurement Project for Boilers, Chillers, Brine Units, Compressed Nitrogen Systems, Purified Water Systems, Injection Water Systems, and Supporting Facilities of Jiaozuo Lizhu Synthetic Pharmaceutical Co., Ltd.
(2) Project Implementation Location: Wanfang Industrial Park, Macun District, Jiaozuo City, Henan Province, Jiaozuo Lizhu Synthetic
Procurement Content (Scope of Work):
1. Gas (Natural Gas) Boiler
1.1. Rated evaporation: 3t/h, rated steam pressure: 1.25Mpa, rated thermal efficiency: ≥95% (need to provide the energy efficiency test report of the same model product from the special inspection institute).
1.2. The boiler emission indicators comply with the national and Henan Province boiler atmospheric pollutant emission standards, where Nox ≤30mg/m³.
1.3. The boiler control system supports open communication protocols, meets the technical requirements of MODBUS RTU communication protocol, and is equipped with an open protocol BA interface and standard computer RS232 or RS485 communication interfaces for remote monitoring. The control console adopts a human-computer dialogue interface, has high-definition graphical display (equipped with a monitor), and features high reliability, high automation, ease of use, simple operation, rich functions, flexible control, beautiful appearance, and can achieve unmanned operation, with a dedicated user operating with a password.
1.4. Provide a horizontal gas boiler that meets the URS requirements (including steam distribution cylinder, softened water treatment, water storage tank, water pump, and other supporting facilities). This equipment must be brand new, produced by the original manufacturer, with clear labels, complete certificates, intact packaging, normal equipment structure and function, and no scratches, cracks, dents, or damage on the appearance. The design, manufacturing, and acceptance of the boiler body must comply with national standards and relevant regulations of administrative management departments. The bidder must provide information on the origin and quality of the boiler materials. The supply must include the boiler base and supporting anchor bolts, etc. The installation dimensions of the boiler (including the burner) must meet the requirements of the boiler room area, and the boiler's service life must exceed 20 years.
1.5. Responsible for the transportation, unboxing, hoisting, positioning, installation, debugging of the equipment, and corresponding personnel operation, maintenance, and repair training.
1.6. Quality requirements: "Safety Technical Supervision Regulations for Steam or Hot Water Boilers," "Henan Province Boiler Atmospheric Pollutant Emission Standards" and its appendices, industrial automation instrument engineering construction and acceptance specifications, steel pressure vessel and user demand requirements. Must have a Chinese boiler manufacturing (Class A) production license, and a Class B license for boiler installation, repair, and transformation.
1.7. Equipment delivery period: to be completed within 50 days after the contract is signed.
1.8. Equipment bidding deposit: 20,000 yuan.
2. Chiller
2.1. Cooling capacity: 1782KW. Input power: 313KW (cooling capacity deviation ≤3%); COP (cooling efficiency) ≥5.6; single unit; chilled water inlet and outlet temperature 12/7℃, cooling water inlet and outlet temperature 30/35℃, refrigerant: R22, compressor from well-known domestic and foreign brands, such as Hanbell compressors.
2.2. Two sets of semi-closed variable frequency water-cooled screw chillers, the unit should include (but not limited to): compressor variable frequency, evaporator, condenser, unit self-starting cabinet, separately configured control cabinet, refrigerant, lubrication, protection system, and spare parts to ensure unit operation. Including supporting chilled water pumps (one in use, one standby), cooling water pumps (one in use, one standby), etc.
2.3. The designed service life of the unit must not be less than 10 years and should meet the working conditions of 24 hours a day and not less than 6 months of continuous operation per year.
2.4. Requires high-quality domestic brands.
2.5. The specific requirements for the equipment shall be based on the provided URS requirements.
2.6. Equipment delivery period: to be completed within 60 days after the contract is signed.
2.7. Bidding deposit: 50,000 yuan.
3. Brine Unit
3.1. Cooling capacity: 462KW. Input power: 178KW, COP (cooling efficiency) ≥2.6; dual unit; refrigerant inlet and outlet temperature -15℃ to -5℃, cooling water inlet and outlet temperature 30/35℃, refrigerant: R22, compressor from well-known domestic and foreign brands, such as Hanbell compressors.
3.2. One set of semi-closed variable frequency water-cooled screw low-temperature chillers, the unit should include: compressor variable frequency, evaporator, condenser, unit self-starting cabinet, separately configured control cabinet, refrigerant, lubrication, protection system, and spare parts to ensure unit operation. Including supporting refrigerant pumps (one in use, one standby), cooling water pumps (one in use, one standby), etc.
3.3. The designed service life of the unit must not be less than 10 years and should meet the working conditions of 24 hours a day and not less than 6 months of continuous operation per year.
3.4. Requires high-quality domestic brands.
3.5. The specific requirements for the equipment shall be based on the provided URS requirements.
3.6. Equipment delivery period: to be completed within 60 days after the contract is signed.
3.7. Bidding deposit: 50,000 yuan.
4. Cooling Tower
4.1. The thermal performance of the cooling tower must be ≥100% (provide a copy of the cooling tower GB7190.1-2018 inspection report issued by the National Quality Supervision and Inspection Center for FRP Products).
4.2. The cooling tower manufacturer must have passed ISO9001 quality management certification, ISO14001 environmental management system certification, and be within the validity period, providing online inquiry methods. The model of the cooling tower must pass the water-saving and energy-saving certification from the China Quality Certification Center, provide the certificate, and ensure the certificate is within the validity period, providing online inquiry methods.
4.3. The cooling tower is 400m3/h, and the normal service life of the tower should be greater than 15 years.
4.4. The specific requirements for the equipment shall be based on the provided URS requirements.
4.5. Equipment delivery period: to be completed within 30 days after the contract is signed.
4.6, Bid Bond: 50,000 yuan.
5. Air Compression Nitrogen System
5.1, Air Quality Requirements:
5.2, Unit Connection Method: Variable frequency oil-free screw air compressor (maximum working pressure 1Mpa, maximum flow 15.7m³/min) + combined dryer + two-stage filter + buffer tank + PSA nitrogen generation device (300N㎥/h purity 99.5%), 1 set, can be borrowed when there is a fault, and the units reserved for later use can be used in parallel with the currently used units.
5.3, The specific requirements for the equipment shall be based on the provided URS requirements.
5.4, Requirements for imported products of the same level as Atlas and Ingersoll Rand.
5.5, Equipment delivery period: completed within 90 days after the contract is signed.
5.5 Bid Bond: 50,000 yuan.
6. Purified Water System
6.1, The purified water system includes reverse osmosis (RO) pure water device, EDI device, purified water distribution system, and raw water tank, storage tank, etc.
6.2, Return water rate: should be maintained between 1-1.5 meters/second, number of water points: 32, pipeline length: 400 meters, pipe diameter: DN38, peak water usage: 3 m3/hour, pasteurization heating time not exceeding 1 hour, material 316L.
6.3, The supplier shall provide complete confirmation and validation documents that comply with the user's URS according to GMP (2010 revision), EU GMP, US GMP, and related guidelines.
6.4, The specific requirements for the equipment shall be based on the provided URS requirements.
6.5, Equipment delivery period: completed within 90 days after the contract is signed.
7. Water for Injection System
7.1, Conductivity (25°C) ≤ 0.8 μS/cm, warning value ≥ 1.0 μS/cm, correction value ≥ 1.2 μS/cm, outlet temperature > 93°C, pH value: 5.5-6.5, TOC < 300 ppm, heating steam is generated from industrial boilers producing dry saturated steam, pressure ≥ 0.3 MPa, compressed air pressure 0.5-0.7 MPa, oil-free, and dry.
7.2, The raw water is purified water prepared by the company's secondary reverse osmosis system, meeting the requirements of the 2020 edition of the Chinese Pharmacopoeia.
7.3, The supplier shall provide complete confirmation and validation documents that comply with the user's URS according to GMP (2010 revision), EU GMP, US GMP, and related guidelines.
7.4, The specific requirements for the equipment shall be based on the provided URS requirements.
7.5, Equipment delivery period: completed within 120 days after the contract is signed.
7.6, Includes purified water and water for injection distribution systems.
7.7, The purified water system and the water for injection system must be from the same unit.
7.8, Bid Bond: 50,000 yuan.
II. Qualification Requirements for Bidders and Required Submission Materials
1. This bidding is for high-quality brands at home and abroad, belonging to upstream products in the same industry, legal enterprises with valid business licenses and qualification certificates, and capable of independently assuming civil liability. Registered capital not less than 10 million yuan, equipment manufacturers' operating income in 2021 not less than 50 million yuan, able to send technical personnel to the project site for inspection and technical inquiries within the specified time and responsible for installation and commissioning.
2. Submission materials required for registration: Legal person authorization (entrustment) letter, copies of the legal person's and authorized person's ID cards, copies of the business license, copies of qualification certificates, copies of contracts, annual financial statements, contact person and communication methods (the above copies must be stamped with the official seal of the unit).
